Can’t access ‘all photos’ to insert into email on iPad.

I’m trying to insert a image into an email from my photo library. I click on ‘insert photo or video’ which takes me to a panel with ‘Recents’ & ‘All Photos’. Tapping on either/both just shows recents, not ‘all photos’. This used to work but has recently changed. I’m not aware of making any setting changes. This works perfectly on my iPhone but not the iPad.

I can’t find a solution anywhere. Has anyone any suggestions please?
