My phone is glitching, and won’t turn on....I didn’t have storage the last time I was supposed to back up my phone, so it’s not backed up....so I’m wondering if there’s any way for me to still get my pics and stuff from my phone if it doesn’t turn on.

No there isn’t. You can try the steps in here to see if your phone responds.
