With an iPhone 4:

Two-step verification for Apple ID - https://support.apple.com/HT204152

Read the section about "How do I sign in to my account using an app that doesn't support entering two-step verification codes?"

That's the way it used to work but realize that an iPhone 4 is very old. An iPhone 4 can only run up to iOS 7 which is 8 versions behind current iOS. Two-factor supports back to iOS 9.
