I got locked out of my notes and my Face ID isn’t working, but then it tells me to type my password in but it isn’t working, I’ve tried changing and resetting it but I still can’t access it. Is it true I won’t be able to regain access ever?

It is true that you will need the right password to unlock that note. Note that if you change the password to lock the note(s), then it only affects future notes that you create. All of the previously locked notes will still need the old lock password.
