Can't Change Desktop Images After Loading OS Monterey

I'm using a 2020 MacBook Pro and updated to Monterey. Now I'm not able to load Apple's Big Sur pictures as my desktop images. I can select/download, but the dropdown menu, "change picture", & "random order" are greyed out.

MacBook Pro 13″, OS X 10.11
