You will need Apple’s help for this. Go to this support article and there is another link that you can use to contact Apple for help

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

It can't be enabled from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
