Why can't I upgrade to Monterey?

I have a MacBook Pro 13" 2015 with 394 GB storage, 16MB memory, running HighSierra 10.13.6. Specs for Monterey indicate I have both the storage and memory to run the OIS. So what gives?

The maximum operating system that can be installed is macOS High Sierra (10.13.6). It is simply too old to install anything newer.
