Credit balance

Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.

You will need to “spend” any remaining credit - before you will be able to change region. Alternatively, you might contact Apple Support - and request that any remaining credit is cancelled.
