Hello ~You can contact Support for help or you can purchase an item that costs more than your balance and remainder will be billed to your credit card on file thus zeroing your account.

Change your Apple ID country or region - Apple Support

Contact Apple for support and service

You may also go to upper right hand corner and click on Get Support.
