iPhone stolen

The thief tried to access it.

However when I logged in iCloud for find my phone, it shown my device is offline.

How to locate it.

You likely won't be able to locate it. The device must have FindMy enabled, it must be connected to a network, and it must be powered. Follow these steps: https://support.apple.com/en-us/HT201472
