Multiple app icons on dock with macOS Monterey

However there is this program I use, GnuCash for my personal finances, which opens a new symbol in my dock whenever I open a report within the program. then I would search your third party developers Support/Help/FAQ/Known issues/compatibility

That sound like a good question for the GnuCash support personnel. Since it's the only app that does this it's obvious it's an issue with GnuCash.
