If you have an iPad that is still on iOS 10.3.3, it probably won't update. However, to make sure, look on the back of the iPad where the wording is and look for a model number. It begins with an A and followed by 4-digits. Report that number and it can be checked. You can also go to Settings>General>Software Update and check for an update. If it says that it is up to date, then you have a device too old to update. It sounds like it could be an iPad, 4th Generation, A1458.
