Personal hotspot doesn't show up in settings at all.

On your iPhone, try the following:

1. Open Settings
2. Tap Personal Hotspot
3. Tap Allow Others to Join

If you don’t have the Personal Hotspot as mentioned in Step 2, then contact your provider on adding that service to your account.
