Why am I being charged again for iCloud when I just paid on November 28th. I have all my receipts

$11.13 isn't an iCloud subscription amount. You can check your purchases at https://reportaproblem.apple.com/?s=6 - if it's not something you purchased select 'Request a refund' from the menu in the page. Note that the refund, if granted, can take up to 30 days to be paid into the payment method used for the purchase - please see https://support.apple.com/HT210904
