Since the last update on the phone I don’t receive notifications from some social apps suck as viber and outlook. When I go to settings->general->background app refresh it doesn’t allow me to turn it on, it’s in grey.
how can I fix this issue?

Check that Screen Time isn't preventing this: go to Settings > General > Screen Time > Content & Privacy Restrictions. Unlock everything, then ensure that Allow is on for Background App refresh. When I go to Settings I see Background App Refresh directly. My problem is I don't see an app I just added. I added another app later and it is there. Is this an app problem you think?
