How do I transfer data from iCloud to new Mac mini?

Provided you had synced data with iCloud, go to System Preferences > Apple ID > iCloud to enable the services you use.

You can also set up your new mini using your Time Machine backup of your old device.

iCloud will not transfer all your settings. Use a TM backup (which you should always have) to setup your new Mac.
