can the homepod mini work without the iPhone at home while connected to a wifi network?

You need an iPhone, iPad, or iPod touch to set it up, but after that it's independent, although there are actions requiring an iPhone such as handing off a call to HomePod. The two are part of a team of devices and at their best when used together.
