So sorry that your experiencing this.
You are allowed to only can create so many free apple id's on your iPhone and in this case you must have already reached the maximum number.
You can always create an apple id on appleid.apple.com > https://support.apple.com/en-us/HT204316
You may also run into an issue with not being able to associate your device with another Apple ID for 90 days. If you run across this error you will need to contact Apple Support
