iPad constantly make a notification clang noise but not badge shows on any app. How do I shut it off?

First you’ll need to identify the Notification category that is creating the sound. When you hear the sound, from any Home Screen, swipe-down from the top edge of the screen to expose the Notification Centre screen. The notification at the top of the list is your prime candidate; note the App to which this notification relates.
Dismiss the Notification Centre by swiping upwards from the bottom edge of the screen - or, if your iPad has one, click the Home button.
From iPad Settings:
Settings > Notifications
Scroll down the list of Apps to the name of the App that you identified above, then tap on the App name
Allow Notifications - set to OFF
