I have 2 Apple devices: iPhone 13 Pro Max and Macbook Air M1 2020.
iPhone 13 Pro Max - iOS 15.1.1
Macbook - macOS Monterey 12.0.1
Issue:
Passwords are not syncing between the devices.
Followed all instructions by disabling / enabling keychain feature on both devices multiple times, no luck.

From Mac two factor authentication is enabled ( as option button is not shown in front of keychain box ) , direct syncing of passwords will not occur , open safari preferences > click on password section > enter admin password , if website is not added click on plus sign , enter website / in user name - enter Apple ID address / its password click on add password , it will prompt to enter admin password , finally the web site password is added .
Click on share icon , the password can be shared on iPhone using air drop Share passwords securely with AirDrop on iPhone - Apple Support

I’m having a little trouble understanding that.
As iCloud Keychain and two-factor are both enabled, this should share passwords.

Two factor authentication cannot be disabled, after having been enabled for 14 days.
To the OP: As you’ve mentioned that Apple Support is not available in your country, are you possibly located in an “embargoed” country? if so, then various Apple services including iCloud Keychain may or may not be available, and may or may not work.
Shut off iCloud Keychain on both the Mac and the device, restart the Mac and restart the device, and then re-enable iCloud Keychain. Select "keep" and "merge" through this whole sequence too, when trying to get iCloud to resume playing nice.
No , don't disable 2FA before 14 days if 14 days are crossed the account is permanent , from iPhone sign in with same Apple ID and password on the same network , the code will go to iPhone you have to approve from iPhone to sync ( avoid using iPhone passcode ) .
When 2FA account is set permanently the keychain box looses its value , its checked or unchecked doesn't make sense , iCloud Keychain is utilised upto secondary authentication account in which three answers for security questions , date of birth , rescue mail address and its password are added .
In the starting I mentioned the two articles for iCloud Keychain , they clarified later about 2FA .
Secondary authentication - setting up iCloud Keychain between devices , direct sharing of passwords will occur .
In 2FA account , a second step has to be enabled approve the Mac and iPhone .
I solved the issue by signing out of iCloud on my iPhone.
This thread will probably be useful for others. Disabling / enabling keychain didn't work for me.

Did the exact steps, no success. “Keep and merge” dialog didn’t pop up, though.
Same Apple ID on all, presumably.
I suspect you’ll need to contact Apple Support, then.
All mentioned steps didn't help.
Apple Support is not available in our country as well.
Post a screen shot of system preferences , click on Apple ID , hide your mail address / pic .
Is the account set up with 2FA or secondary authentication .
I want direct syncing of passwords. Are you saying that 2FA should be disabled for this?
I checked the list of keychain-supported countries, it's in the list. Also, my mates don't have this issue.
