Apple Watch Unpairs during setup

I am trying to setup my Apple Watch 5 series with my new iPhone 13 Pro. I have completely reset the Apple Watch and my iPhone 13 software is current. It will pair during setup and then about two minutes into the setup the phone will start unpairing. I have tried every possible way and even took it into a tech at the Apple store. They are telling me it has to be a hardware issue with the phone that was working just fine two days ago while connected to the iPhone 12 mini. Is it possible that my kids icloud or something similar is causing the disconnect with the Apple servers during setup?

Yes if you did it like this;

To unpair and erase watch and remove Activation Lock

From a web browser,sign in to iCloud.com with your Apple ID.

Go to Find iPhone.

Click All Devices at the top of the screen.

Click your Apple Watch.

Click Erase [device]. Select Next until the device is erased.

Click Remove from Account.
