Unlocking a locked Icloud account

I am attempting to buy a used Iphone that has a locked Icloud account. Can the phone be unlocked if it is purchased on ebay and proof of purchase from ebay is furnished to you?

Thank you for reaching out in Apple Support Communities. We understand you'd like to purchase a used iPhone, but it has the Activation Lock feature enabled. We can help provide you additional information.

Only the original owner can turn off the Activation Lock feature in order to allow another user to use the device. That information is outlined in this helpful article: Activation Lock for iPhone, iPad and iPod touch
