Change country region

i have some problem's and i wanna change my country region but i have some balance in my apple id so can you do it 0 after that i will change my country region

Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
