Someone else id connected to my credit card

What makes you believe that someone else's Apple ID is connected to your credit card? Are you the Family Organizer in a Family Sharing situation? Did you receive an email receipt that says you made a purchase? If so, it may be a phishing attempt. Check your bank or credit card company to see if there is an actual charge like you see in the receipt.
