iPhone says watch is up to date but will not finish pairing. I reset I watch to factory settings and updated iOS on my phone. Nothing helps. I have a series 1 watch and an iPhone 11. Watch is not backed up on my iCloud account.

What version of iOS is on your iPhone. With the latest iOS update on an iPhone 11 you series 1 watch should be able to update to watchOS 6.3. First, make sure you iPhone is up to date and then try:
