Can I share an app not purchased from apple app store?

Can I use "Family Share" with an app not purchased from Apple app store, e.g. Adobe Photoshop Elements?

As tt2 says, not under Apple's Family Sharing service. Go to this link about multiple installations of Elements and usage of multiple copies:
