i forgot my apple Id and password that i used when i set my watch up. how can i get passed the activation lock to set this watch up on my new phone?

Have you tried the ID and password you used on the old phone?
If you are the original owner, contact Apple. Apple can remove the ID if provided the required paperwork to include the original purchase receipt with the serial number on it.
