Why can’t I choose how I use Apple Watch and iPhone to receive notification? Can I make my own decision for how I use these devices? I want both my watch and iPhone to make notifications at the same time.

since 15 days ago i have been receiving apps sound notifications in my apple watch if the iphono is not in use...how can I set the previous configuration where all notifications and sounds are received only i my phone
