Thanks for that info and for choosing the Apple Support Communities. If we understand correctly, you are trying to change the payment method for paying for iCloud storage. To do this, please follow the steps in this Apple resource to add a new payment method first, and then remove your previous payment method once you add the new one:

Change, add, or remove Apple ID payment methods
