Disable Preview tabs

How can I disable Preview tabs? I want my pdfs to open as individual Preview windows. In the settings, I changed "Prefer tabs" to "never" but this does nothing. I have 2021 MBPro, M1, Monterey.

MacBook Pro (2020 and later)

I have the latest Monterey 12.0.1. There is no 12.1.

Okay. Now it shows that 12.1 is available. Will get back to see if it works after install and restart.

Updated, restarted. A day later, I still have the same problem: can't disable pdfs from opening in tab mode. Was this bug supposed to be fixed with the latest update?
