There is a dedicated Pages for Mac support community for these types of posts about Pages.

If you have never installed Pages via the Mac App Store, then there is no means to obtain it as Apple provides no direct user downloads of past full Pages installer versions.

I you have installed Pages previously from the Mac App Store, there may be a means to obtain Pages v11.1 for Catalina. Launch the Mac App Store and be signed in with the same Apple ID as you used to previously download Pages. Press cmd+0 (zero) to open the Purchased panel. Click the Pages Update button. You will receive an initial dialog indicating that you need a newer version of macOS. Acknowledge that button (don't click Cancel). If you are living right, another dialog will appear offering to install the last compatible version of Pages for Catalina. If present, choose to do that.

If the third paragraph does not get you Pages v11.1 for Catalina, then you will need to resort to Pages for iCloud, or Pages v11.2 in either of iOS, or iPadOS 14.8 or later.
