I deleted my apple card from the wallet and I can't add it again

You can only set up Apple Cash if you are at least 18 and in the USA. Your Apple ID region must be set to USA and the region on your device must be set to USA as well. You will have to verify your ID (and location)

If the steps in the link do not work, on a computer go to iCloud.com and sign in>go to account settings>select the device>remove Apple Pay from device. Then restart your device and set up Apple Pay again ensuring that your Apple ID region is USA and the region for the device is USA.

Wait. Are you talking about Apple Cash or Apple Card credit card? If you are talking about Apple Cash, go to settings>Wallet & Apple Pay>Apple Cash - turn on.
