My iMac is 10.9.5
I have over 200 GB of data.
I have an external hard drive.
I have critical data on said drive.
If I wanted to move the Critical Data (CD) to the Mac, in order to make the Drive a Time Machine, can I get the CD back?

You would be wise to get yourself another EHD, your Time Machine Drive should be high quality and dedicated to doing Time Machine backups only, never store any other data on it!
If you have a need for a TM EHD, many experienced users prefer the OWC Mercury Elite Pro.
You'll be able to put it back on the drive after setting up Time Machine, but should have another copy of it.
