How to permanently remove app from iCloud?
You say that apps are not stored in the cloud and that i get a virgin app if i download a deleted one. if that is true, why is the
app i download instantly paired with a third party device without my asking? it should not know the existence of the device
until i request pairing.

Here is what I said (and I stand by it).
Apps are not stored in iCloud. When you redownload an app it comes from the App Store, not from iCloud.
If you download an app again, I don't know what information that app may have stored before or where it may have stored it.
