how can I stop it A hard restart doesn’t stop it.

Have you attempted to put your device in Recovery or DFU Mode?

I would try this, then pressing and holding the volume and power button to get it to start back up, if that doesn't work, you may need to restore the device.

The attached link shows how to put your iPhone 12 in Recovery/DFU Mode.
