I have an iphone 6 plus and it is stuck on iOS 12.5.5. I cannot update it. Apple says it should be possible.

An iPhone 6 Plus isn't capable of 13 or above. Apple's documentation on this refers to the iPhone 6s Plus, not the iPhone 6 Plus.
