How do I save my Safari bookmarks without using Time Machine ?
Does iCloud store them ?
Is it possible to save them from the Users Folder or drag and save them from preferences ?

the method i use to save my bookmarks is to use AppleMenu > Safari > File > Export > Bookmarks.
this will place a file with your bookmarks as clickable links on your desktop. (or the location you use for downloads) then i just drag and drop it to an USB stick.

To add to that, it is also possible to remove iCloud bookmarks inadvertently (happened to me when I merged iCloud data from a different device).
I also recommend exporting bookmarks periodically.

I understand how to export bookmarks and all you get a list that you can click on. I suppose it will help.
What I'm asking is how to someone restore the bookmarks to appear within the Safari application as they were.
I don't see anything in the preferences folder for safari.
I don't see a Safari folder in the User folder.
I tried using iCloud before and it gave me an old bookmarks list.
There should be a well known answer to restoring anything in the users applications or folder for an erase and re-instal that does involve TimeMachine as the only answer.
Any answers ?

If you want the bookmarks list to be exactly as it was then copy the bookmarks.plist file just as Barney-15E stated above and then paste it back to that location later and the list will be an exact clone of before.

i would think so, but i don't use iCloud so i can't be sure.
They sync across all devices signed into same AppleID. So, I guess that would mean they are saved. I don’t think you could access them independent of Safari, though.
I would not try to pull them back from iCloud. I have tried that several times and get an old outdated list for some reason. Use the Export/Import process which is more reliable.
I erased my drive. Re-installed the OS X and it worked using iCloud to restore the bookmarks I'm using.
I used your export the bookmarks as a back up in case.
