I need to reset without computer or iTunes

You cannot reset without a computer (iTunes) or Mac (Finder). If you don't have a computer, borrow a friends computer or go to an Apple Store when you can get help at the Genius Bar.
These are the directions which need to be followed --> If you forgot your iPhone passcode - Apple Support
You can't. It is not disabled, it is in recovery mode. You need to restore iOS using a computer.
