How do I get the weather on the Lock Screen for present location

Hello,
You would need to use a Widget to show the data on your Home Screen and Lock Screen. You also need Location Services enabled to show it for you current location.
Add widgets on iPhone - Apple Support
"View widgets when iPhone is locked
- Go to Settings
> Face ID & Passcode (on an iPhone with Face ID) or Touch ID & Passcode (on other iPhone models). - Enter your passcode.
- Turn on Today View and Search (below Allow Access When Locked)."
Check the weather on iPhone - Apple Support
"Note: Weather uses Location Services to get the forecast for your current location. To turn on Location Services, go to Settings > Privacy > Location Services > Weather, then choose an option. Turn on Precise Location to increase the accuracy of the forecast in your current location."
