Bluetooth problem on MacBook Pro 2017 Monterey OS

I have reinstalled my Mac in order to sell it. when I did this I installed Monterey OS. Once done the Bluetooth stopped working. It looks like it is not installed, version on menu bar shows version v0 c0


and when I try to enable via preferences nothing happens


under system report / bluetooth I have the following information

please help, I have tried to remove the Bluetooth plist, restart smc, debug module via terminal. nothing works.

MacBook Pro 13″, macOS 12.2

All I can suggest is to boot to Recovery and erase the startup disk and reinstall macOS again.
