Found Apple Watch on beach.

I found an Apple Watch on the beach and I’m wanting to figure out how to send it back. Is there anyway to figure out who owns it? The watch is locked and does not have a medical ID set up.

Post notices around the beach, or take it to the local police, or if applicable, the Lost & Found department of the facility which manages the beach.
