iPhone charger port is broken, can I get a new one if its under warranty?

The warranty only covers manufacturing defects. If the damage was caused by something else, you'd need to pay for a replacement.

You can pay for it. I suppose it might be possible to claim a defect on the port, but usually a malfunction is due to wear and tear or accident. Neither of those are specifically covered by the warranty.
