Why my payment card is billing problem? i don’t have billing problem. I can’t download new application for app store. Please solve my problem.

This is a user forum, you are not addressing apple here just fellow users
if it was me then I would try If your payment method is declined in the App Store or iTunes Store - Apple Support
or you can try contacting apple Support -> Get Support (apple.com)
