how to erase macbook air, restore to factory settings. make it all brand new again. have tried option command P and R. at restart doesn’t seem to do anything

You need to boot the Macbook while holding the t key to activate target disk mode (you should see a floating thunderbolt, FireWire logo or both) and connect it to another Mac using a FireWire or thunderbolt cable. Go into disk utility on the other Mac then wipe the MacBook’s hard drive by selecting it and hitting erase (you can back your data to time machine if you want to keep your data. Allow some time to complete. Then booting the MacBook normally should get a flashing folder with a ? mark. You can then install macOS through a USB installer or a DVD ISO. Just google how to create macOS USB/DVD installer
