I delete document folder in finder, when I move it to dropbox but I erase from dropbox too. now I want another document folder to be found in finder

Just make a new folder in your home folder and name it Documents.
To set the permissions correctly, Get Info on the new folder and delete the group (Staff) and set everyone to no access.

It's not sync'd with iCloud.
