Apple ID is not verifying my phone number

I am trying to use my phone number as my Apple ID but it's not verifying my number. My SIM card is activated still I am facing this issue. Kindly help.

In some countries or regions, you can use your phone number as your Apple ID. But if your Apple ID is an email address, you can't change it to a phone number.
