If you link your iCloud account to a new device, will the new device have the same amount of iPhone storage as the old device?

A new device will always have whatever storage capacity that it had when it was manufactured (32 GB, 64 GB, 128 GB, etc.). This can never be changed. The amount of iCloud storage will depend on the plan you are renting from Apple.
