How do I go about creating an Apple ID for a small business?

You create an Apple ID. Apple doesn’t distinguish usage. (And you’ll want to use your own age, not your business age. Apple generally assumes IDs are per-person, though one person can and with a business probably will have multiple IDs.)
You may want to look at how you’re going to purchase and maintain apps and subscriptions with one or a group of Apple IDs, and with folks coming and going, though. What you might want to offload to an Apple ID, such as having a dedicated ID as an Apple News ID for providing content to Apple News, because you might want eventually to hand that role off to another staffer.
