Contacts stored on the SIM, in Contacts app use the

Settings, Contacts, Import SIM contacts.

For contacts stored on the old phone export them to your chosen email account if you can, or move them to your SIM and repeat the above.

For contacts already on your email account, add the account in Settings, Contacts, Accounts and ensure Contacts is turned on
