do I need to pay for photo storage if I pay for icloud storage?

I am currently paying for photo storage and icloud storage - do I need both?

iCloud is currently 77.4GV out of 200 GB. thanks for the help

You can sync your photos to iCloud so there wouldn't likely be a need to purchase storage with another vendor.
